Shannon Hagan

Division Disaster Director, American Red Cross

Shannon Hagan serves as the Division Disaster Director for the State of Florida and FEMA Region 4 with the American Red Cross. In 2018, she graduated from the University of Central Florida with a bachelor’s degree in Humanities and Cultural Studies. She began her emergency management career with Volunteer Florida, serving on the Hurricane Irma Disaster Case Management Program administration team. In 2020, Shannon joined the Florida Division of Emergency Management as a Regional Recovery and Mitigation Coordinator in Central Florida, where she responded to the COVID-19 pandemic, Hurricane Sally, and the Surfside Building Collapse. Following Hurricane Ian’s landfall in 2022, Shannon became the Deputy State Individual Assistance Officer with FDEM and went on to respond to Hurricanes Nicole, Idalia, Debby, Helene, and Milton, North Florida tornadoes, and South Florida floods. In 2025, Shannon joined the American Red Cross as a Division Disaster Director.

Shannon has deployed through the Emergency Management Assistance Compact (EMAC) to Mississippi, Oklahoma, California, and Kentucky, and has provided virtual mass care, Individual Assistance, and long-term recovery support to numerous other states. She has helped develop and coordinate multiple Non-Congregate Sheltering missions, survivor assistance programs, and disaster housing initiatives. Shannon co-chairs the Florida Emergency Preparedness Association’s Mass Care Working Group, is a certified Florida Professional Emergency Manager, and is the recipient of the 2024 FDEM Director’s Award.
