Executive Director, Florida Division of Emergency Management
Kevin Guthrie serves as the Florida Division of Emergency Management (FDEM) Executive Director.
In October 2018, Former Governor Rick Scott appointed Guthrie as Chief of Staff for FDEM. In January 2019, Governor Ron DeSantis appointed Guthrie as Deputy Director of FDEM. In February of 2021, Governor DeSantis announced Guthrie as the Director of FDEM and confirmed his appointment on May 1, 2021.
Guthrie has over 30 years of experience in Public Safety and Emergency Management in Florida. He spent 23 years as a Police Officer and Emergency Preparedness Coordinator with the Jacksonville Sheriff’s Office. Additionally, he served as the Public Safety and Emergency Management Director for Flagler County’s Board of County Commissioners.
Subsequently, Guthrie moved to Pasco County, serving as the Emergency Services Director, overseeing Emergency Management and the 911 Communications Center. Next, Guthrie was promoted to Assistant County Administrator for Public Safety, where he was responsible for all Pasco Emergency Services, including Fire/Rescue, Misdemeanor Probation, and the 911 Communications Center Departments.
Guthrie has received numerous awards for his efforts and success in Emergency Management – including the Chad Reed First Responder Award from Florida Governor Rick Scott and the Presidential Call to Service Award from President Barack Obama.
